CONSTITUTION and BY-LAWS
of the
CENTRAL JERSEY HELI FLYERS

ARITCLE l: Name
-
The name of this club shall be the South Jersey Heli Flyers.
ARTICLE ll: Purpose
- The purpose of this organization is to promote the building and flying of radio control helicopters and to promote acceptance and good will towards this sport/hobby.
- Membership in the South Jersey Heli Flyers is for Radio Control Helicopters (Only).
ARTICLE lll: Membership
Section l: Process

Membership shall be made by application and approved in accordance with the club constitution/by-laws.

New Members applications shall be presented by a South Jersey Heli Flyer member in good standing and approved in accordance with the club constitution/by-laws.

A member in good standing shall be any member who has been voted in the club by a majority of the members at a club meeting and shall have no written reprimands out standing in accordance with Article XII.
Section ll: Removal of Club Membership
- Any club member can be removed by the membership when ever in there judgment the best interest of the club will served.
- A 2/3rd's vote must be obtained at a club meeting for removal. All appropriate sections of Article Xll must be followed before vote.
ARTICLE lV: Officers
Section l: Board of Directors
The officers of this club, which shall constitute the Board of Directors (Directors), shall be:
- President*
- Vice President
- secretary
- Treasurer
- Safety Coordinator
- Flight Instructor
- *Note: Must have been a club member in good standing for at least (1) year
Section ll: Elections
- The officers of this club shall be elected for a term of one year, by secret ballot. Absentee ballots may be obtained from the Secretary or newsletter and received by the Secretary signed and sealed prior to the election.
- Ballots will be counted by 2 Directors and a Club member in good standing.
Section lll: Vacancies
- Vacancies occurring between elections shall be filled by appointment by the Board of Directors, such appointee to serve out the remainder of the term in which the vacancy occurred.

ARTICLE V: Officer Duties
Section l: President
- The President shall be the executive officer of the club and shall have general supervision of its affairs and shall be subject to the control of the Directors.
- The President shall preside at all meetings and shall be the spokesperson for the club.
- The President shall appoint standing and special committees with the exception of an election committee.
- The President shall be the ex-officio member of all committees and shall guide the club toward a direction in best interest of the club, members, and fields.
Section ll: Vice President
- The Vice President shall assist the President in all matters and shall assume the duties of the President if, for any reason is not able to perform his duties.
- The Vice-President shall be the chairperson of all committees with the exception of an election committee.
Section lll: Secretary
- The Secretary shall keep accurate minutes and attendance of all club proceedings. Shall keep the Constitution, By-Laws, and Field rules and cause all amendments, changes, and additions to be noted thereon. The Secretary shall conduct club correspondence and other such duties, as the Directors shall prescribe. The Secretary shall maintain a record of club membership, applications, and membership AMA and FCC status.
Section lV: Treasurer
- The Treasurer shall have charge of all funds of the club and shall keep an exact record of all money received and dispersed.
- The Treasurer shall make a report of the financial condition of the club at all meetings.
- A financial audit of all club books will be completed before the club books are transferred to the Treasurer’s successor.
Section V: Safety Coordinator
- To promote increased safety awareness on the part of all members.
- To improve the public perception of modeling as a safe and desirable sport.
- To provide a means by which important safety information can be shared between clubs.
- AMA chartered clubs will be required to establish the position of Safety Coordinator. This person will act as a communications liaison between the club and AMA Headquarters to ensure timely distribution of safety related material.
- THE CLUB SAFETY COORDINATOR MUST HAVE E-MAIL ACCESS.
Recommended Duties:
- Provide a communications like between AMA and clubs in matters related safety.
- Act as a safety advisor and resource manager for the club and its members.
- Assist AMA in the establishment of a national safety program to reduce accidents/incidents.
- Develop, promote and encourage a climate of safety awareness within AMA clubs.
Safety Coordinator Activities may include the following:
- Inspect operational areas for proper signage and safety equipment and applicable.
- Distribute AMA Accident/Incident Reports Forms and assure they are properly used.
- Conduct safety awareness training and related programs during club meetings.
- Conduct, at least annually, a safety audit of club facilities, equipment and grounds to ensure everything is in good working order and safe for normal use by members and the public.
- Act as a liaison with the local EMS/Fire Department.
- Establish a club emergency action plan to handle serious accidents/incidents.
- Coordinate appropriate first aid training for members using qualified instructors.
- Develop an appropriate communications plan to assist club officers and members.
- Review emergency procedures (fire and rescue) with club members on a annual basis.
Section VI: Flight Instructor
* NOTE: The FLIGHT INSTRUCTOR MUST HAVE EMAIL ACCESS.
- The duties of the Flight Instructor are to teach new members how to set up, hover and fly the helicopter.
- The flight Instructor will be involved in all events such as fun fly's, group outings (etc).
- The flight Instructor should be available to help all members of the club when needed.
ARTICLE lV: Board of directors
- The elected officers shall comprise the directors and shall be empowered to make decisions when action must be taken before a regular club meeting. Approval of (3) Directors is required for any expenditure between $50.00 and $100.00.
- A majority of the Directors must approve any expenditure between $100.01 and $200.00. Any other expenditure over $200.01 other than field rent must be approved by a majority of the members present at a regular meeting.
ARTICLE Vll: Nomination and election of club officers
- Nominations for officers shall be held prior to October elections.
- Incoming officers shall be installed at the same October meeting
ARTICLE Vlll: Meetings
- Regular club meetings shall be determined at a day, time and place proposed by the Directors. Emergency club meetings can be called at the discretion of the President.
- At any club meeting, a quorum shall be any ten members in good standing.
- It is mandatory that each club member has to attend the monthly meetings and if 3 meetings are missed then that member will be suspended from the club for 6 months.
- attendance will be taken at each meeting.
ARTICLE lX: Dues and membership fee's
- Dues shall be $ 50.00 per year. New members will also pay an initiation fee of $50.00.
- Members who do not pay there dues by January 31st, will be considered a new member and will have to pay the new member initiation fee of $50.00 plus there annual dues of $50.00 for members who did not renewed there membership by that date.
- Adult members shall be for members 18 years to 59 years old. The dues for adult members will be $50.00.
- Senior members shall be for members 60 years and older. The dues for Seniors will be $35.00.
- Juniors members shall be for members 12 years old to 17 years old. The dues for Juniors will be $30.00. For juniors who join the club, a Parent or legal guardian has to join and fly with there child.
- Dues shall be payable in January of the new calendar year. A returning club member will lose there membership and all club privileges if dues are not received by January 31st, if paid after January 31st the club member will be considered a new member and will have to pay the $50.00 initiation fee for new members along with the yearly dues.
- Members joining between January 1st and September1st will pay full dues. Members joining between September 2nd and December 31st there dues will be for the 4 months of the year and all of the next coming year.
ARTICLE X: Voting in new members
- All Club applications will be voted on at regular club meeting.
- A 2/3rds vote is required by the membership at regular meeting for acceptance.
- Each new member has to attend at least 2 meetings in a row in order to be voted into the club.
- Attendance will be taken at all meetings
ARTICLE Xl: Operation of all club fields
- The operation of all club fields shall be in accordance with current Academy of Model Aeronautics (AMA) and South Jersey Heli Flyers rules, regulations and guidelines.
- Any member found flying and not to have a current AMA membership will have there flying privileges immediately suspended pending completion of Article Xll
ARTICLE Xll: Grievance resolution
Section l: Purpose
- The purpose of Article Xll is for a guideline to be established for the Directors to follow when a grievance arises. Any member can initiate a grievance resolution request.
Section ll: Procedure
- The Directors shall understand the reason for the grievance resolution before any action is taken. This shall be accomplished by presentation of the allegations to the Directors from the member who initiated the procedure.
- If the Directors decided to proceed, a written request to respond to the Issue will be sent to the member in question. Also a verbal request can be made in place of the written request, to meet with the Directors to discuss the issue.
- After reviewing all facts from both parties, the Directors will decide what If any action is necessary.
- After the Directors discretion either before or after the final Recommendation, the membership shall be informed of the issue at a club meeting.
- Once the Directors make a recommendation to the membership, a Vote will take place to carry out, modify, or cancel the recommendation.
- The membership can at anytime during the meeting stop or reverse the Grievance resolution process concerning a current issue.
ARTICLE XIII: Guests flying at the field
- Guest who come and fly at the field can only come to our field and fly 2 times and after that they must sign up as a member in order to continue to fly at our club field. The guest has to be sponored by a club member
